How Distance Education began at North Seattle College
North Seattle's eLearning department (NeLSC) is an outgrowth of a concept originally developed and implemented by the "Virtual Running Start Design Team" in 1996. NSC's president (Constance Rice), Dean of Continuing Education (Katherine Riley), and former distance learning manager (Parker Lindner) led the effort to provide high school students the chance to conveniently incorporate college classes into their education. The US West Foundation sponsored this project. Student enrollment in online classes has continued to grow every year for the past 20 years. North Seattle eLearning is a convenient and "green" way to get an education that will fit into your schedule and commitments.
Tom Braziunas, the former Associate Dean of eLearning, now retired, directed the program from its beginning. He was a steadfast advocate of distance learning, now eLearning, and was instrumental in the continued growth of the program.
North Seattle College's eLearning (NeLSC) started with a handful of courses and now offers support for over 200 fully online and hybrid courses. In addition to eLearning, NeLSC supports on-campus classes using technology.
North Seattle College offers Bachelor of Applied Science (BAS) programs and professional certificate programs that can be completed fully online or hybrid, so student can fit school into their busy lives. Check out the department website below for more information about the programs.

SARA Institution
North Seattle College operates in Washington under the terms and provisions of SARA, the State Authorization Reciprocity Agreement (SARA). SARA is an agreement among member states that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. SARA’s intent is to make it easier for students to take online courses offered by postsecondary institutions based in another state.
Student Location
The state in which our students are located impacts SARA notification and reporting requirements. Out of state students must confirm their state location when they register each quarter.
Location or Address Change
It is the student’s responsibility to notify North Seattle College of any change of location and/or address. Visit our Registration page for instructions on how to “Update My Student Contact Information”.
Programs Designed to Lead to Professional Licensure/Certification
North Seattle College offers some on campus programs that meet the educational requirements for specific professional licensure/certification required for employment in an occupation in Washington only:
North Seattle College has not determined if the curriculum of the above listed on campus programs meet the educational requirements for licensure/certification in any other state.
All of our courses and programs are fully accredited and course credits may transfer to university programs that are designed to meet state professional licensure/certification. Student Complaints
As part of the process of gaining approval to serve out-of-state students, state and federal guidelines require us to provide information about resolving complaints about our instruction or student services by state. This information can be found below by expanding the Complaint Resolution by State section.
College Tuition Refund Policy
Students who have paid tuition and withdraw from class(es) may have a refund owing based on the college's Refund Policy.
Online, Hybrid, and Web-Enhanced Courses During Unexpected Campus Closures
Faculty who have online, hybrid, and web-enhanced courses may continue instruction online during campus closures. However, there can be no required deadlines during the closure period. This is to accommodate students who may be without power, etc., during the same event that caused the college closure. For classes that have work due during the closure period, deadlines must be extended to accommodate the closure. This and other campus closure policies can be found on our district's Campus Closure web site.
Student Complaint Resolution Process
Students have three processes for resolving complaints depending on their location:
1. College Complaint Process
Students are first required to follow the college's Student Complaint Process.
2A. State Complaint Process for Students Located in Washington
If, after exhausting all options within the college's Student Complaint Process, students located in Washington who are not satisfied with the resolution of their complaint may file a complaint with the Washington State Board for Community and Technical Colleges (SBCTC). The SBCTC maintains a process to investigate complaints brought by community and technical college students in the state of Washington. 2B. State Complaint Process for Students Located Outside Washington
If, after exhausting all options within the college's Student Complaint Process, online students located outside the state of Washington who are not satisfied with the resolution of their complaint, may be eligible to file a complaint with the Washington Student Achievement Counsel (WSAC) or their state's local NC-SARA Portal Entity (listed below by state).
The Washington Student Achievement Council (WSAC) has authority to investigate student complaints against specific schools. WSAC may not be able to investigate every student complaint. For information regarding the WSAC complaint process, visit WSAC Student Complaints.
3. Accrediting Agency Complaint Process
In the unlikely event the college and SBCTC complaint processes do not resolve your issue, you can then contact the college's accreditation agency, The Northwest Commission on Colleges and Universities, which is recognized by the Council for Higher Education Accreditation and the U.S. Department of Education.
NWCCU will only consider a complaint against one of its member institutions that relate solely to eligibility requirements, standards for accreditation, or policies. NWCCU does not, however, provide dispute resolution or appeal services.
